Where are you getting this from? I've just copied & pasted this from the house rules thread:

1.6 Please do not allow your custom avatars to exceed 150x200 in size. Signature images should also not exceed 400x100 in size, so as to avoid distorting the forum pages.

Try reading the description when changing your avatar in the profile. :) Guess that's what he means.

Displays a small graphic image below your details in posts. Only one image can be displayed at a time, its width can be no greater than 200 pixels, the height no greater than 150 pixels, and the file size no more than 6 KB.

Really late Off topic but I seriously think Epic games are lazy i mean, they left so much stuff unfinished, the Quadshot, Rats for Dead bodies, Tools for Nalis, The Follow attitude, and more :P end of OFFTOPIC

I believe so, the Operation NaPali crew did a fine job making
'Nali Troopers' follow the player and follower their orders.

Refer to the Nali Trooper script maybe?
