It's an exploit because the AI does not react to tossed flares if they do not already see the player, unlike say flashlight beams and other such interactions. Technically. It should be said that even then success with this "exploit" varies. You can pool them under one or two troublesome enemies if you wish or you can do more complicated things, like using them during combat. Running backward while tossing and laying bio gel comes to mind.

I took a look at flashlight and I cannot find the code that triggers reaction. Is that created somewhere else?

Light > SearchlightBeam. There's a timer call that does a MakeNoise() call every second.
