maps with good atmosphere, story, or level design?

I've seen surprisingly few mods for Unreal on NexusMod; surely there are more that are just less well known.

Biased, but I recommend The Descent, which is a collaborative pack produced by several members of this community and can be found on ModDB (make sure you download the 1.1 version!)

As for other stuff, a good place to check is Unreal Archives (*not* Unreal Archive) which has images/ratings/summaries to give you a good idea of what you're in for :)
